Who Paints Black Stripes on White Walls?

Not really sure why, but there are black stripes on the white walls of one of the bedrooms in the house.  I am so glad for primer.  We have not chosen a colour for this room yet, but when we do it will probably not cover black.  We will see how much primer it takes to cover the parallel lines on the two corners of the room.
